    A comparison of airborne and ground-based radar observations with rain gages during the CaPE experiment

    The vicinity of KSC, where the primary ground truth site of the Tropical Rainfall Measuring Mission (TRMM) program is located, was the focal point of the Convection and Precipitation/Electrification (CaPE) experiment in Jul. and Aug. 1991. In addition to several specialized radars, local coverage was provided by the C-band (5 cm) radar at Patrick AFB. Point measurements of rain rate were provided by tipping bucket rain gage networks. Besides these ground-based activities, airborne radar measurements with X- and Ka-band nadir-looking radars on board an aircraft were also recorded. A unique combination data set of airborne radar observations with ground-based observations was obtained in the summer convective rain regime of central Florida. We present a comparison of these data intending a preliminary validation. A convective rain event was observed simultaneously by all three instrument types on the evening of 27 Jul. 1991. The high resolution aircraft radar was flown over convective cells with tops exceeding 10 km and observed reflectivities of 40 to 50 dBZ at 4 to 5 km altitude, while the low resolution surface radar observed 35 to 55 dBZ echoes and a rain gage indicated maximum surface rain rates exceeding 100 mm/hr. The height profile of reflectivity measured with the airborne radar show an attenuation of 6.5 dB/km (two way) for X-band, corresponding to a rainfall rate of 95 mm/hr

    Stabilization of grid frequency through dynamic demand control

    Frequency stability in electricity networks is essential to the maintenance of supply quality and security. This paper investigates whether a degree of built-in frequency stability could be provided by incorporating dynamic demand control into certain consumer appliances. Such devices would monitor system frequency (a universally available indicator of supply-demand imbalance) and switch the appliance on or off accordingly, striking a compromise between the needs of the appliance and the grid. A simplified computer model of a power grid was created incorporating aggregate generator inertia, governor action and load-frequency dependence plus refrigerators with dynamic demand controllers. Simulation modelling studies were carried out to investigate the system's response to a sudden loss of generation, and to fluctuating wind power. The studies indicated a significant delay in frequency-fall and a reduced dependence on rapidly deployable backup generation

    Mesocosm experiments quantify the effects of eutrophication on eelgrass, Zostera marina

    Outdoor mesocosm experiments were used to examine the response of eelgrass communities to excess nutrient loading and reduced light that simulated coastal eutrophication. A series of replicated manipulations conducted between 1988 and 1990 demonstrated the effects of reduced available light and increased loading of nitrogen plus phosphorus on habitats dominated by eelgrass Zostera marina L. Shade and nutrients each significantly affected eelgrass growth, morphology, density, and biomass. We found no significant interactions between the effects of shade and the effects of nutrients on any plant characteristics except leaf length. The growth rate of individual eelgrass shoots was linearly related to light, increasing throughout the range of available light. Biomass and daily biomass increase, or areal growth, were also linearly related to light, but specific growth showed no response to light. Shoot density increased with the log of light. Excess nutrient loading was shown to significantly reduce eelgrass growth and bed structure through stimulation of various forms of algae that effectively competed with eelgrass for light. The absence of significant interactions between the effects of shade and nutrients on eelgrass density, growth, and biomass suggests that the negative effect of algae on eelgrass occurs primarily through the reduction of light (i.e. shading). The outcome of nutrient enrichment was a shift in plant dominance from eelgrass to three algal forms: phytoplankton, epiphytic algae, and macroalgae.     Radar Scan Strategies for the Patrick Air Force Base Weather Surveillance Radar, Model-74C, Replacement

    The 45th Weather Squadron (45 WS) is replacing the Weather Surveillance Radar, Model 74C (WSR-74C) at Patrick Air Force Base (PAFB), with a Doppler, dual polarization radar, the Radtec 43/250. A new scan strategy is needed for the Radtec 43/250, to provide high vertical resolution data over the Kennedy Space Center (KSC) and Cape Canaveral Air Force Station (CCAFS) launch pads, while taking advantage of the new radar's advanced capabilities for detecting severe weather phenomena associated with convection within the 45 WS area of responsibility. The Applied Meteorology Unit (AMU) developed several scan strategies customized for the operational needs of the 45 WS. The AMU also developed a plan for evaluating the scan strategies in the period prior to operational acceptance, currently scheduled for November 2008

    Power of Alternative Fit Indices for Multiple Group Longitudinal Tests of Measurement Invariance

    Measurement invariance testing with confirmatory factor analysis has a long history in social science research, and more recently has increased use and popularity. The current paper begins by reviewing the steps for measurement invariance testing via multiple group confirmatory factor analysis, and synthesizing previous research recommendations for model testing, including the chi-square difference test, and examining change in model fit indices. Previous research on measurement invariance testing has examined change in alternative fit indices such as the CFI, TLI, RMSEA, and SRMR, but these studies had not examined power to detect invariance when more than two groups exist and multiple time points are present. The present study implemented a Monte Carlo simulation to examine the power of change in alternative fit indices to detect two types of measurement invariance, weak and strong, across a variety of manipulated study conditions including sample size, sample size ratio, lack of invariance, location of noninvariance, magnitude of noninvariance, and type of mixed study design
